Here are a few of the on-line resources I've been considering essential lately:

doctorwho -- Of course. It's occasionally a train-wreck, but still generally worthwhile.
dw100 -- "Drabbles," or one-hundred-word short-short-stories, with a weekly challenge. Fun to write, fun to read.
dwcanon_fodder -- For debating the finer points of what's canon and what isn't. An excellent resource for newbies to ask questions, and an excellent place for the old-sk00l to show off. Heh.
dwfiction -- When you're in the mood for something meatier than drabbles.
new_who and
sortofyeah -- Two fun and friendly new-fandom communities.
time_and_chips -- For those of us who see a little more than just friendship between the Doctor and Rose.
- BBC's official site -- Of course. You can also add their news feed to your LJ friends list.
- Outpost Gallifrey -- Claims to be " the Internet's most popular Doctor Who fan website and community", and it probably is, at that. Good source of news. (You can add their news feed here.) I never set foot it the forums, though -- they sound kind of terrifying.
- A Teaspoon And An Open Mind -- The open archive of Doctor Who fan fiction.
- Scott's Place and What You Can Get Away With are both weblogs with Doctor Who categories.
- Behind the Sofa Again -- A colloborative Doctor Who weblog. Often snarky, but well-written.
- The Doctor Who Blog -- Not imaginatively named, but informative and fun. From DWIN, who have been around since I was a wee fanboy.
- Kasterborous -- a Doctor Who webzine.
